Here are the first Fed Cup rankings, I used a similar system as I used in real life, just tweaked it a bit with points distribution etc.
Here's how it works, taken from the official website:
The Fed Cup Nations Ranking measures the success of all Nations participating in the Competition over a "rolling" four year period. After each round the ranking period will adjust and any results outside the adjusted four year period will drop off.

Recent performance is weighted more heavily: points from the second, third and fourth year of the Ranking Period will be reduced by 25%, 50% and 75% respectively. Therefore, 100 points would become 75, then 50, then 25 over the four years.

According to the idea, the 8 team from last year play in the first round, the losers then play against the winners for group 2 clashes to earn participation in the first group next year. Group 2 is composed of teams new to Fed Cup this year.

Well committing here doesn't mean you'll get the to play, as the captains have the final word, just shows you're willing to play, as not everyone is.
The captain can be either someone players choose by themselves or the highest ranked player.
I don't have the time atm to put together a list of highest ranked players per country, so if anyone wants to do it instead feel free. :p

We can have more than 8 teams in the second group, cause that can be played over two rounds and then the final qualifiers with the losing WG1 teams would be played in September.
Also byes in WG2 could be for example determined by the average ranking of top 3 players of that team or something along those lines.
